The Municipal Licensing and Standards Division supports the by contributing to the safety, vibrancy and maintenance of communities by being a leader in the effective delivery of by-law administration and enforcement services, business licensing and permitting, and animal care services. MLS has led major bylaw reviews and introduced new regulatory regimes over the past few years including Private Transportation Companies (Uber/Lyft), Short-Term Rentals, the RentSafeTO Apartment Building Standards and many more.
As Manager, Business Performance & Change Initiatives (Manager, Business Transformation), you’ll play a critical role in advancing the mission of the City by overseeing the strategic support functions of the Division, with a focus on digital business transformation initiatives to affect and effect change through a customer experience-centred approach. Overseeing the project management function and the team that is responsible for major divisional change implementations will be a vital part of your mandate.
Reporting to the Director of Policy and Strategic Support, you’ll develop and/or implement effective, innovative solutions to meet divisional and client needs in the areas of technology-led business transformation and change management. With these goals in mind, you’ll prepare and maintain an information and technology strategy roadmap and plan with a focus on digital delivery and customer experience, working with corporate and technology divisions to guide the development of new systems solutions in consultation with staff and management representatives.
A collaborative leader with a strong commitment to customer service, performance quality and continuous improvement, you have successfully led through periods of change. As a result, you’re ready to establish and manage the Division’s quality management framework, standards for quality assurance, quality control and testing, as well as manage the implementation of technology changes through communications, change management action plans, education and training.
Your ability to work with colleagues, line managers and direct service staff in identifying and meeting divisional needs, and your initiative and creativity in problem-solving, will be evident as you research, define, recommend and prioritize new opportunities, emerging technologies, tools, resources, methodologies and strategies to maintain and improve the Division’s change management and quality management systems. You will also oversee initiatives to ensure that the quality of services meets the transformation goals within the Division through focused digital product development, business process and customer experience change to create a culture of continuous improvement.
This pivotal role encompasses all the usual managerial responsibilities, as you’ll be supervising the day-to-day operations of assigned staff, providing leadership, motivation and training, ensuring effective teamwork, high standards of work quality and organizational performance, and promoting continuous learning and innovation. You will also develop, recommend and administer the divisional operating and capital IT budget, and ensure that expenditures are controlled within approved budget limitations.
With your post-secondary education in a professional discipline pertinent to the job function, combined with relevant management experience, or an equivalent background, you’re well prepared to take on this exciting Business Transformation mandate. Your track record of accomplishments includes extensive experience in effectively delivering project management assignments, with minimal direction, while balancing multiple and diverse stakeholder, political and community interests, and as a transformational manager of complex divisional programs, or strategic and operational reviews within a major public or private sector organization.
As Manager, Business Performance & Change Initiatives (Manager, Business Transformation), you’ll also draw upon your extensive experience in strategic business planning and portfolio/program management to manage multiple digital transformation initiatives as well as plan and direct multiple, complex technical and support services concurrently within tight deadlines. This role will also benefit from your extensive experience, skills and ability to motivate, lead and supervise a diverse team of professional staff and contribute to the work program of the senior management team.
