Qulliq Energy Corporation

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

Health, Safety and Environmental Construction Coordinator QEC-19-061

Reporting to the Manager, Health, Safety and Environment, the Health, Safety and Environmental (HSE) Construction Coordinator is involved with the Corporation’s Capital and Operational and Maintenance projects and works closely with the Engineering and Operations Departments. The HSE Construction Coordinator is responsible for ensuring contractors have all required WSCC pre-qualifications, training records and skilled workers available and that orientation materials are received prior to site arrival. The position is also responsible for providing contractor orientation with all staff, conducting hazard assessments and safety inspections of worksites and completing worksite visits to ensure safety compliance is met.

Duties and Responsibilities:

Provides health & safety training, advice, and guidance in the preparation of tenders and requests for proposals, in the pre-qualification of contractors, in the evaluation of proposals, the selection of appropriate contractors, the onsite orientation of contractors, and the evaluation of contractor safety performance.
Conducts in-depth plant, facility, and worksite inspections and audits to monitor work practices and procedures.
Prepares inspection reports and ensures procedures and timelines are in place for corrective action wherever deficiencies are identified.
Elevates the safety awareness and performance of QEC staff and contractors through training, documentation of safe work practices, and ongoing monitoring with a focus on project safety planning and contractor safety management.
Provides direction to regional management, project managers and staff in the interpretation and application of occupational health and safety legislation, regulations, codes and practices.
Acts as the QEC expert contact for contractors and project managers with regard to the process and protocols regarding Workers Safety and Compensation Commission (WSCC) and other regulatory agencies.
Assists in the development, implementation, and evaluation of policies, procedures, forms, rules, guidelines, memos and presentations that contribute the strategic direction of the Corporations.
Manages appropriate training, communication and monitoring of health and safety practices throughout the Corporation.

Required Qualifications Include:

Completion of a post-secondary diploma in Occupational Health and Safety and/or Environmental Science.
Five (5) years of experience in organizing and managing contractor health, safety and environmental programs, preferably in the utilities or construction industries.
Working knowledge of relevant occupational health, safety and environmental legislation.

Assets:

Professional designation as a Canadian Registered Safety Professional (CSRP) or a Certified Healthy Safety Consultant (CHSC) is an asset.
National Construction Safety Officer (NCSO), Construction Safety Officer (CSO) or Certificate of Recognition (COR) certification is an asset.
Knowledge of Nunavut, the land, language and culture.
The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

Equivalencies consisting of a combination of related education and experience may be considered.

We offer a competitive starting salary range of $91,435 to $106,801, a northern living allowance of $15,016 per annum, eligibility for overtime, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is included in the Nunavut Employees Union.

Preference will be given to Nunavut Inuit.
