Main Purpose & Function The Network Technical Specialist performs complex technical and analytic work relating to the investigation, design, configuration, implementation and post-implementation review of the data network and associated infrastructure. The position designs, configures, installs, supports, monitors and maintains the City's local and wide area networks. This position works with various departments to establish/install new services and connectivity to new sites; this includes the assessment and deployment of networking equipment. This position will work with City departments to complete needs assessments and has access to highly sensitive and business critical data from all City departments.
Key Contacts and Reporting Relationships Reporting to the Senior Manager, Networks and Telephony, the position works closely with other specialists, technical staff and Project Managers in the City.
Specific Duties/Responsibilities Supports the City’s network infrastructure by providing technical and analytical work in planning, designing, installing, supporting, monitoring and maintaining the City's network infrastructure.
Monitors system outages with expert knowledge of the system software, and accesses remotely to provide technical support when necessary;
Works with customers to complete needs assessments, and has access to highly sensitive and business critical data from all City departments.
Configures switches, routers, firewalls and wireless network components. Analyzes and resolves network hardware and software problems.
Documents procedures, standards and audit information.
Manages and monitors City network equipment using network management tools.
Conducts system testing, including documentation, reporting, issue identification and resolution.
Works with various other City departments to establish/install new technology, services and connectivity to new sites.
Analyzes business requirements, preparing feasibility studies and developing recommendations.
Assists in the development of standards, policy, systems and applications.
Assists in the development specifications for IT acquisitions.
Participates in conducting technical & IT industry research; reporting on industry trends, the feasibility of technologies and products & technology alternatives.
Develops configuration standards for all network system components.
Establishes and follows change control processes including functionality testing to verify change does not adversely impact the security of the system.
Participates in the technical integration, oversight, guidance, and development of the City network and the complex inter-relationships of their components within the framework of the City’s corporate enterprise architecture, cybersecurity and network environment.
Provides technical guidance and direction to external system consultants in resolving complex operational problems as required.
Other duties/responsibilities as assigned.
Minimum Position Requirements Education and Experience: Bachelor’s degree in Computer Science, Engineering, or related field, or equivalent training and experience related to the work.
Minimum 3 years related data network experience in an enterprise environment and IT/OT implementation related experience or an equivalent combination of training and experience.
Current Cisco Certification (CCNA, CCNP, or CCIE or equivalent) is an asset
Extensive Cisco experience and related Cisco training is an asset.
Knowledge, Skills and Abilities: Thorough knowledge of network and communications hardware such as network routers, switches,
firewalls, load balancers and wireless/Wi-Fi technologies.
Thorough knowledge of network monitoring and reporting tools
Thorough knowledge of system integration between business applications and across technical platforms
Thorough knowledge of communications software and protocols such as TCP/IP, Tunnelling, VRF, xDSL, 802.11x, VPN, OSPF, BGP and EIGRP
Thorough knowledge of Cisco router and switch hands-on troubleshooting, configuration, and installation.
Thorough knowledge of time synchronization technology
Knowledge of server technology and software
Knowledge of Network Management systems & tools
Knowledge of IDS or IPS systems
Knowledge of current cybersecurity standards & technologies
Ability to analyze and resolve network hardware and software problems in a timely and accurate manner.
Considerable experience in planning and installing data network and communications hardware, software, and related components for both local and wide area networks and configuring networks.
Considerable knowledge of current trends, standards, and products in Networks and Information
Excellent oral and written communication skills.
Thorough working knowledge of office productivity tools (e.g. Windows, MS Office, MS Project etc.)
Ability to prepare reports in clear and non-technical language.
Ability to problem-solve.
Ability to use hardware support tools for maintaining and installing equipment
Ability to lift 25kg for equipment moves and installations.
Ability to establish and maintain effective working relationships with users, staff and vendor service
Capable of handling confidential, business critical and sensitive information in a position of trust.
Cisco VOIP and network protocol analyser experience is an asset.
Fibre optic (including topology) background is a strong asset.
Wired and wireless sensor networks
May have to work outside in inclement weather
A current and valid Class 5 BC drivers licence is an asset.
An Enhanced Reliability Check security clearance is a requirement of this position.
