As the Manager, Circular Economy & Innovation you will provide strategic direction, guidance, management and oversight for the Division's Circular Economy and & Innovation Unit.
In this role you will utilize your management expertise to achieve a Circular City for the at large, this includes: staff capacity building, engagement, representing the City/Division at industry associations and Committees, implementing City-wide change initiatives, executing pilot projects and making recommendations for broader application based on evidence, insight and analysis.
Major Responsibilities:Develops and implements detailed plans and recommends policies regarding program specific requirements. Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
Develops recommends and administers the unit’s annual operating and capital budgets. Ensures that financial planning, control, performance measurement and reporting are developed and ensures that the unit's expenditures are controlled and maintained within the approved budget and are in support of the division’s goals and objectives.
Leads the development of the business Unit's strategic plan, supporting the implementation of the Long Term Waste Management Strategy.
Supports the City's aspirational goal of zero waste to landfill and contributes towards making Toronto the first City in the province with a circular economy by reducing waste generation and working to recover and treat waste as a valued resource.
Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures. Provides management staff with direction, guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
Ensures effective management of assigned staff, including the preparation of job descriptions, hiring, attendance management, conducting performance appraisals and disciplinary action. Develops training plans as required and deals with union officials on a day-to-day basis to resolve concerns.
Manages the Solid Waste technical and support staff by coordinating the planning and scheduling of work and ensuring the timely completion of a quality product.
Participates in the review and formulation of policies, performance standards and procedures of the Unit. Prepares correspondence/reports to Standing Committees, City Council and Members of Council as necessary. Acts as Unit representative at meetings with other government officials, municipalities, citizen groups, other divisions, Councillors and public utilities for information sharing purposes.
Provides leadership and establishes partnerships with clients, external stakeholders, members of Council, public, unions, etc. to address and resolve conflicting demands and problems from various stakeholders and foster effective partnerships while balancing corporate interests.
Identifies new funding and pilot opportunities, revenue opportunities, revenue and cost recovery analysis, etc.
Ensures a safe work environment by establishing and enforcing strict safety standards and practices.
Liaises with industry associations and other municipalities related to contract tendering and technical input on industry research and innovations.
Participates in organizational and management change initiatives and the creation of a workplace that supports and is conducive to a high level of performance such as cross divisional capacity building on new or revised policies and practices.
Develops and implements strategies, policies and management systems to report on and provide controls for contracted services being managed through the unit including sole source purchases, RFPs, LVQs and any other agreements to ensure compliance with City policies and by-laws.
Manages the quotation and tendering process, including preparation of requests for written quotations, proposal calls, price agreements and sole source agreements and negotiates terms to meet the needs of the City.
Leads division-wide projects and special assignments that may involve multiple functional areas in Solid Waste to address technological and business needs.
Oversees the relationship of the division to, and acts as the divisional contract manager for Strategic Partnerships or Memberships, Industry Committees, Cross Divisional Working Groups and External Advisory groups.
Participates in the resolution of issues and complaints that have escalated to the senior management level.
Acts as a customer centric leader with respect to the City's Mission, Vision, Values and Beliefs.
Key Qualifications:Post-secondary education in Public Administration or Business Administration, or the equivalent combination of education and experience.
Extensive management experience in a leadership role in the areas of Circular Economy planning and implementation, strategic policy, and operational planning and implementation that includes leading proactive change, action planning and implementing effective management strategies.
Extensive experience in building and sustaining diverse partnerships while balancing political and stakeholder interests to achieve successful results.
Considerable contract and project management experience with managing multi-faceted projects (e.g. planning, meeting established timelines and implementing set targets successfully).
Considerable experience in managing staff (i.e. performance, training, coaching, mentoring), and labour relations matters.
Excellent strategic, conceptual and analytical skills in establishing and achieving program goals, client service standards, work plan objectives, outcome targets, leading and managing and Divisional vision, values and expectations.
Highly developed interpersonal and/or public relations skills including the ability to forge partnerships, liaise, negotiate, consult, problem solve and resolve conflicts with all organizational levels within the City, other levels of government, and private sector partners.
Excellent decision making ability using innovative and outcome oriented leadership to identify organizational needs as well as to initiate, lead and manage projects/change.
An ability to manage an operating and capital budget, in addition to meeting the procurement needs of the unit (e.g. contract development, compliance and managing performance, stakeholders), ensuring fiscal accountability, and the effective use of resources to meet established targets.
Excellent oral and written communication skills at a senior management level including the ability to write concise reports and executive summaries.
Astute critical thinking, political acumen, and judgement as well as advanced skills and judgement in public relations, including the ability to resolve conflict, negotiate and liaise in a professional manner with staff, stakeholders, clients, the public and others.
General knowledge of core solid waste services coupled with knowledge of circular economy strategies to improve service delivery.
