The Recruiting and Staffing Division is accountable for recruiting and hiring qualified, representative individuals into the Government of Nunavut while complying with the Public Service Act, regulations and Article 23 of the Nunavut Land Claims Act and customer services standards.
Reporting to the Regional Manager, Staffing, the Staffing Officer provides recruitment services for 1,000 GN positions, based in the Qikiqtaaluk Region by: ensuring that the GN positions are staffed with qualified and effective employees; applying staffing principals and policies in a timely manner and cost-effective manner and providing procedural guidance to Human Resource Coordinators and management in client departments regarding methods of filling vacancies.
This position plays an important role in helping departments achieve their Inuit employment plans by ensuring application of the GN Hiring Priority Policy. The Staffing Officer provides advice and support for GN regional management regarding procedural approaches to staffing vacancies and is often the first point of contact for potential employees and plays an important role in promoting the GN as an employer of their choice through effective communication and practices throughout the staffing process.
The responsibilities of the position require specialized knowledge of current GN staffing policies, procedures and practices as well as familiarity with the Public Service Act for Nunavut, the Human Resource Manual, Collective Agreements and the Nunavut Land Claims Agreement (Article 23).
The combination of knowledge, skills and abilities would normally be acquired through Grade 12, at least two years HR related experience. Diploma in an HR related field and familiarity with human resources data bases, software and systems (such as ePersonality) will be considered as an asset. An ability to speak more than one of Nunavut’s official language is an asset. The Staffing Officer must have administrative skills and be able to organize multiple elements of the staffing process, have good time management skills, problem solving skills, good computer skills and be assertive, tactful and professional.
Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.
Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is required for this position.
